The American Civil Liberties Union has questioned the championing of pepper spray as a non-lethal weapon, pointing out the deaths that have occurred from it.

Pepper spray is effective because it cannot be completely neutralized, but its effects can be minimized considerably. Uses of dairy products and degreasing dish detergent can also provide relief. Laws against pepper spray vary wildly from country to country, and from state to state in the United States.
